What is a Rent Repayment Order? An RRO requires a landlord to repay up to 12 months' rent for specified offences, including managing an unlicensed HMO or a property in a selective-licensing area. See sections 40–52 of the Housing and Planning Act 2016.
Who can apply for a Rent Repayment Order? Either the tenant (First-tier Tribunal) or the local council. Under the Renters' Rights Act 2025, the maximum increases to 24 months' rent for offences committed after commencement.
