What is a Rent Repayment Order? An RRO requires a landlord to repay up to 24 months' rent for offences committed on or after 1 May 2026 (12 months' rent for earlier offences), including managing an unlicensed HMO or a property in a selective-licensing area. See sections 40–52 of the Housing and Planning Act 2016 as amended by the Renters' Rights Act 2025.

Who can apply for a Rent Repayment Order? Either the tenant (First-tier Tribunal) or the local council. Under the Renters' Rights Act 2025, the maximum is 24 months' rent for offences committed on or after 1 May 2026 (12 months' rent for earlier offences).
